Hi-Tor is a nonprofit, operated by a volunteer board with paid management and staff, and volunteers, taking care of dogs, cats, rabbits and other animals.
Rockland Green's board includes the five town supervisors and some county legislators. The shelter’s core operational funding comes from towns, which license pets and are responsible for animal control.
